TBPA is seeking to better understand the competitive positioning, market opportunities, and long-term strategic development potential for TBPA’s Keefer Terminal and adjacent lands as well as the greater port in order to broaden the markets it serves, improve resilience, and capture new cargo flows.

Through this Request for Proposal (RFP), TBPA invites qualified consulting firms with demonstrated expertise in ports, logistics, transportation infrastructure, and strategic development to submit proposals to conduct a Strategic Development Opportunities Analysis.

The primary objectives of this engagement are to:

  1. Assess TBPA’s current market position and competitive environment within Canada and the United States.
  2. Identify and evaluate potential business development opportunities, including new cargo types and industry sectors.
  3. Validate opportunities through direct engagement with key cargo owners and market participants.
  4. Define infrastructure, operational, and performance requirements necessary to realize identified opportunities.
  5. Develop a strategic development framework to guide TBPA’s long-term growth and investment planning.
